Cancels a capability request. Allowed from draft, submitted, under_review or pending_clarification. Rejected once the request is processing (the product is already being provisioned) or in a terminal status (completed, declined, cancelled). Takes no request body.

Documents the request uploaded that are still unapproved (on the draft purpose) are deleted with it. Ones a reviewer already promoted to a real purpose stay on the account.
