Sends a request in pending_clarification back for review once the merchant has addressed what PayMongo asked for. It returns to under_review, or to submitted if it has to wait to be picked up again.

Takes NO request body, and it is the SECOND of the two calls a clarification needs: PATCH /v1/requests/{id} first (it shallow-merges kyb_data and accepts document uploads), then this one. Until it is called the request stays in pending_clarification and nobody is reviewing it — corrections alone do not re-enter the queue.
